How do six pack plastic rings get into the oceans?

Q: I know that they are responsible for killing animals, because many animals get stuck in them and die...and obviously many beach-goers just leave their litter at the beach, but what about six pack plastic rings that are thrown in the garbage and arrive at a landfill? How do those end up in the ocean?

A: I think birds at landfills sometimes pick things off the ground and unfortunately transport it away from the landfill. Also, wind might play a role as well.
